San Mateo County Joins NOVA Consortium

For many years now, NOVA has provided award-winning workforce development services, on behalf of a seven-city consortium in northern Santa Clara County, with the Sunnyvale City Council serving as the chief local elected official. The County of San Mateo had administered similar services in San Mateo County. This past year, the County decided to discontinue its administration of these services and asked to join the NOVA Consortium to ensure that services to residents and businesses will continue in San Mateo County. Governor Brown has approved of San Mateo County joining the NOVA Consortium. It is effective July 1, 2015.

With the addition of San Mateo County, NOVA intends to bring the same degree of excellence and performance to this expanded area so that the region is effectively and efficiently served. The NOVA Workforce Board, in conjunction with the City of Sunnyvale, will oversee the services and activities of NOVA in northern Santa Clara County and San Mateo County. Services currently provided to northern Santa Clara County will continue to be offered at the NOVA Job Center in Sunnyvale. Workforce services in San Mateo County will continue to be provided by independent contractors at established job centers in Daly City, San Mateo and Menlo Park. There will be no disruption in services at these sites and no loss of jobs as a result of this change.

The local workforce development system is transitioning from the federal Workforce Investment Act to the Workforce Innovation and Opportunity Act (WIOA) that promotes greater efficiencies and increased regional collaboration. San Mateo County joining the NOVA Consortium supports the spirit and intent of WIOA.

With this change, NOVA will now represent a labor force of more than 760,000 or 4 percent of California’s labor force and become the largest workforce development area in Northern California. NOVA looks forward to addressing the workforce needs of residents and businesses in the region and working to ensure a better quality of life and more prosperous community for all.
